Iron and steel manufacturing is an important basic industry of the country, with high industrial relevance, and is also an essential source of raw materials for the manufacture of all kinds of production equipment. As such, it is called the mother of all industries.

Its upstream segments of the industry include steel smelting by blast furnace or electric arc furnace, the midstream segments include steel casting, steel rolling and extruding, and steel wire and cable manufacturing, while the downstream segments include other basic steel manufacturing, all of which are exposing workers to high risks of hazards.

The Occupational Safety and Health Administration, Ministry of Labor commissioned the Central Labor Health Service Center to compile the "Manual for Safety and Health Management Tools for Iron and Steel Manufacturing Industry" in the hope of working together to maintain the safety and health of workers and effectively reduce the occurrences of occupational injuries or diseases.
