The establishment of COAPRE ensures sustainable occupational health and safety protection
The Ministry of Labor promotes the sustainable development of occupational safety and health, as well as assistance services for occupational accident workers, by funding the establishment of COAPRE. Today (29th), a plaque unveiling ceremony was held, pledging to promote comprehensive services focusing on "prevention", "protection", and "rehabilitation" in a bid to protect businesses and workers.
After the Labor Occupational Accident Insurance and Protection Act was announced by the President on April 30, 2021, last year, the Ministry of Labor actively organized the establishment of the “COAPRE”, which was unveiled for operation in the presence of labor groups and experts and scholars today. Hsu Ming-Chun, Minister of Labor, was appointed as the first chairman of the center. In his speech, Mr. Hsu said that after its establishment, the center will take up the important responsibility of leading the safety and health system through international exchanges, and cooperating with government departments, teams, and enterprises, to expand the breadth and depth of on-site counseling and professional and technical services. For workers who have had occupational accidents, the Ministry of Labor has established a network of diagnosis and treatment of occupational injuries and diseases as well as rehabilitation professional institutions to provide professional consultation and customized vocational rehabilitation services to help them return to work. The center’s CEO elaborated that “139 Long-term Occupational Safety and Health Protection” represents the essence of the center. In the future, it will focus on the 3 core aspects of prevention, protection, and rehabilitation to provide the 9 following comprehensive sustainable services:
(1) In-depth services for occupational safety and health culture
(2) Expansion of occupational safety and health care services for workers
(3) Technical services for intrinsic safety and source management
(4) Up-close-and-personal services for workplace health
(5) Instant comfort services with comprehensive information
(6) One-stop case management services for workers suffering from occupational accidents
(7) Comprehensive service for occupational injury and disease treatment, diagnosis, and care

The center's opening marks a new milestone in Taiwan's endeavors in occupational accident prevention and rehabilitation. In the future, the center will take on the important role of sustainable development in occupational safety and health, and the protection of workers' health. Key tasks include assisting businesses in enhancing the culture of occupational safety and health, introducing new technologies, and cultivating professional talent. Furthermore, the center will coordinate labor health services, occupational injury and disease treatment, diagnosis, and rehabilitation systems. It will vigorously promote resource integration and collaboration, thereby becoming a professional think tank for businesses in fostering high-quality work environments and protecting the safety and health of workers.
