COAPRE Reorganizes Its Board of Directors and Supervisors, Focusing on Three Core Services

The "Labor Occupational Accident Insurance and Protection Act" came into effect on May 1, 2022. To support more occupational accident workers, the Center for Occupational Accident Prevention and Rehabilitation (COAPRE) has now been operating for three years. During this time, it has steadily expanded its service capacity through a public-private partnership model, accompanying workers on their path to a healthy return to the workplace. On the 6th, COAPRE convened the first joint meeting of its second-term Board of Directors and Supervisors. During the meeting, a reorganization of directors and supervisors was carried out, officially marking the start of the new term of office.   

The directors and supervisors for the second term have been appointed by the MOL. The Board consists of 15 directors and 3 supervisors, with Deputy Minister of Labor, Lee Chien-Hung, serving as the Chairman. The new directors and supervisors specialize in seven major sectors: occupational safety, occupational health, worker health, the diagnosis and treatment of occupational injuries and diseases, occupational accident worker rehabilitation, legal matters, and government practice. The Board also ensures balanced representation from both labor and management. Former CEO Ho Jiune-Jye has resigned due to personal career plans. Deputy CEO Wu Chen-Long will temporarily serve as the acting CEO. The appointment of the new CEO was approved during the meeting. Chairman Lee Chien-Hung nominated Li Bo-Chang, the current Director of the Institute of Labor, Occupational Safety and Health, Ministry of Labor (ILOSH), to serve as CEO. He was formally appointed after receiving approval from the Board of Directors. After taking office, CEO Li Bo-Chang will, in accordance with the "Charter of Endowment of the Center for Occupational Accident Prevention and Rehabilitation", nominate Director Huang Jing-Chun of the Department of Environmental and Occupational Medicine at National NTU Hsin-Chu Hospital to the Board of Directors to serve as the Deputy CEO.

The newly appointed CEO Li Bo-Chang holds a Ph.D. from the Department of Civil Engineering at National Kaohsiung University of Science and Technology. He has extensive public service experience, having previously served as the Deputy Director General of OSHA and currently serving as the Director of ILOSH. He brings a comprehensive background and a wealth of administrative experience.

In the meeting, Chairman Lee Chien-Hung specifically thanked Deputy CEO Wu Chen-Long for his dedication and contributions during his time as acting CEO. In his speech, he stated that COAPRE has now been established for three years. It has always upheld the core value of "139 Long-term Occupational Safety and Health Protection," and is committed to providing businesses and workers with three core services: “Prevention,” “Protection,” and “Rehabilitation,” as well as nine comprehensive services for sustainable operations.

Chairman Lee Chien-Hung also emphasized that Minister of Labor, Hung Sun-Han, is committed to enhancing COAPRE’s effectiveness and ensuring it delivers more tangible services in occupational accident prevention and rehabilitation. The goal is to protect and assist occupational accident workers in overcoming their difficulties and returning to the workplace in good health. To assist occupational accident workers return to the workplace in good health, COAPRE will focus on the core goals of "prevention is better than rehabilitation" and "rehabilitation is better than compensation." It will help provide comprehensive services, from medical treatment and occupational rehabilitation to social rehabilitation and vocational rehabilitation. Furthermore, in partnership with the MOL, the Center has established a service network of 128 professional institutions across Taiwan for the diagnosis, treatment, and rehabilitation of occupational injuries and diseases. By offering nearby services such as causality diagnosis, consultations, and referrals, COAPRE safeguards the rights and interests of occupational accident workers.
