Occupational Accidents Should No Longer Be Regarded as “Accidents” — Ministry of Labor Launches the “Enhanced Workplace Accident Reduction Action Plan,” First Phase Targets the Construction Industry

The Ministry of Labor announced that starting January 1, 2026 (Year 115 of the ROC calendar), it will launch a three-year “Enhanced Workplace Accident Reduction Action Plan.” The first phase of the plan will focus on the construction industry, which has the highest occupational accident risks. Through cross-ministerial collaboration, the initiative will strengthen safety management from the project planning stage to on-site construction, safeguarding workers’ lives and workplace safety.

 

For the construction industry, three concrete measures will be implemented to fundamentally improve occupational safety performance:

 

  1. Promoting “Prevention at the Source” Project owners will be required to conduct risk assessments during the planning and design stages, ensuring that safety considerations are incorporated from the outset and reducing risks during subsequent construction phases.
  2. Establishing an “Occupational Safety and Health (OSH) Track Record” One of the key highlights of the plan is the establishment of a National Construction OSH Track Record Platform, developed in cooperation with the National Land Management Agency. The platform will publicly disclose contractors’ accident records, penalties, and safety awards, making safety information as transparent as credit records. This will strengthen public oversight, enhance the competitiveness of contractors that prioritize occupational safety, and encourage the market to phase out operators who neglect worker safety.
  3. Promoting “Safety for All” Over the three-year period, the plan aims to increase the number of participants in Taiwan Occupational Safety Card training programs to 500,000, ensuring that workers are equipped with essential safety knowledge.
