Technical Guideline Manual for On-site Health Services - Example of the Supporting Services Industry (For Small Businesses with 49 or Fewer Workers)
Service Industry refers to businesses providing labor and services to the society by using equipment, tools, premises, information or skills. According to the data published by the Ministry of Economic Affairs in the "2022 Business Service Yearbook", the output value created by the service industry in Taiwan in 2021 reached NT$12,318,595 million, and the number of people employed by the service industry was 6,853,000, accounting for 59.9% of the total number of people employed in Taiwan, which indicates that the service industry plays an important role in the development of Taiwan's economy and stable employment.
This Guideline uses the service industry as an example, which falls into Type II and Type III industries under the “Regulations of Occupational Safety and Health Management” with medium or low risk. Due to the differences in the working environments, operating models, working hours and hazard factors of each industry, the hazards and risks to workers' safety and health may vary and may even affect work performance.
In accordance with Article 22 of the Occupational Safety and Health Act, business entities with 49 or fewer workers do not need to employ or contract medical personnel to provide on-site labor health services. The Center thence called on experts, scholars, and frontline practitioners from related industries to study, formulate and propose the general rules and recommended practices (not the only working methods) for the practical operations of labor health services. Business entities can refer to the recommended practices in this Guideline and adjust them into a model that can be applied by the organizational personnel, so as to promote the implementation of this Guideline accordingly.
