Safeguard of Rights and Interests - The History of Local Governments’ Professional Service Personnel Serving Workers Suffering from Occupational Accidents
When local governments’ professional service personnel receive reports of workers suffering from occupational accidents, how do they contact workers suffering from occupational accidents, what kind of services will be provided and how will they help workers suffering from occupational accidents after the intervention? In 2008, the Ministry of Labor promoted the "Family Assistance Program" for workers suffering from occupational accidents, which furnishes case managers to local labor authorities to provide individualized, in-depth services for workers suffering from occupational accidents, and assists workers suffering from occupational accidents and their families in resolving various difficulties and returning to work. Case managers provide resources such as labor rights counseling, financial assistance, psychological support counseling, occupational rehabilitation or referral for vocational rehabilitation, and employment services. After the “Labor Occupational Accident Insurance and Protection Act” came into effect on May 1, 2022, the Program was renamed to "Assistance from Municipal and County (City) Governments Subsidized by the Ministry of Labor for Workers Suffering from Occupational Accidents", and case managers were renamed to professional service personnel under the Act.
Regardless of whether they are called case managers or professional service personnel, it is believed that the general public would like to know what kind of assistance can be provided by the frontline local government personnel when workers are involved in occupational accidents. Having been engaged in occupational accidents service for more than 7 years, we have provided more than 300 workers suffering from occupational accidents and their families with case opening services, as well as counseling services for the rights and interests of more than thousands of workers suffering from occupational accidents and their families. In the position of serving workers suffering from occupational accidents, our case management service model will be an important pillar of support for vulnerable workers suffering from occupational accidents and their families. However, workers suffering from occupational accidents and their families often face multiple structural problems, which are often too complex for professional service personnel to handle on their own. In view of this, we are committed to establishing a multi-disciplinary professional service team. We believe that through teamwork, the obstacles will be removed one by one for workers suffering from occupational accidents, so that they and their families can go back to their original peaceful life and regain their former smiles.
