“Risk assessment” is mandatory for shooting explosion scenes - Dare to say no when there are safety concerns

“No artwork is worth sacrificing a life!” COAPRE released an occupational accident prevention promotional short film entitled “Explosive Moment” on February 2. This documentary is the first to be filmed on the set of a movie explosion scene to promote occupational safety in film production. It advocates for the importance of establishing safety plans and conducting risk assessments before filming. The goal is to raise safety awareness for “everyone” in the film industry and to support the commitment made by Minister of Labor Hsu Ming-Chun and Minister of Culture Shih Che in May 2023 to help the film and television industry create a safe work environment.

In mid-March 2022, while filming "First Embrace" in Miaoli's Fairy Valley, cinematographer Huang Po-Hsiung and sound assistant Wang Wei-Hsiang tragically fell to their deaths at the bottom of the valley. After a labor inspection, it was discovered that the production crew did not adequately prepare emergency rescue equipment, and the production company also failed to provide adequate safety measures. Furthermore, there were problems with pre-production operations, inadequate contracts, and insufficient insurance coverage. This has raised public concern and led to calls for reforms in occupational safety for film crews.

After releasing the "Guidelines for Occupational Accident Prevention in the Film and Television Industry" in June 2022, the Ministry of Labor mandated that film production companies appoint occupational safety management personnel. These individuals are responsible for progressively formulating processes for risk notification and prevention by following the guidelines. In 2023, OSHA announced the "Labour Inspection Policies", which require film production companies to conduct labor inspections at work sites including set decoration, stage construction, set building, and prop handling. They are specifically required to implement relevant preventive measures for explosion, fire, fall, collapsing objects, and drowning-related accidents.

To address the unique challenges of working on film sets and to establish on-site safety mechanisms, COAPRE collaborated with the Taipei Film Drama Occupational Union to create a short film aimed at promoting occupational accident prevention during outdoor filming operations. The film features real-life footage of high-risk operations, such as explosion scenes, and includes experiences shared by senior industry professionals such as pyrotechnicians, stunt coordinators, and weapons instructors from Taiwan and Hong Kong. The objective of the film is to enhance safety awareness among the production crew, emphasize the importance of “prevention over post-accident response”, and prioritize stable employment, secure workplaces, and safe labor conditions.

The video also stresses that teams with a sense of responsibility and professional competence should encourage workers to communicate any unsafe conditions, as this is the best practice for ensuring safety, efficiency, and cost-effectiveness. The Occupational Safety and Health Act states that employers or producers are responsible for taking reasonable and feasible preventive measures to protect the safety and health of all workers involved in filming (including temporary actors). Meanwhile, workers are also obligated to comply with safety and health regulations, and they also have the right to “say no” to hazardous work.

COAPRE urges that the priority of filmmaking is “safety first”, which not only applies to the crew but also the actors and all parties involved because no artwork is worth sacrificing a life.
